Martin joined Fipra as a Special Adviser for defence and security in July 2015.

Martin retired as a Colonel from the European External Action Service in 2015 having established the External Relations Division within the EU Military Staff, spearheading outreach to the UN and NATO, and strategic partners especially the US and China. Prior to that, Martin served as Maltese Military Representative to the EU and NATO (2008-2012) during which time he also set up Malta’s mission to NATO. Prior to commencing duties in Brussels, Martin commanded the Maltese Navy/Coast Guard (2001-2008) and led EU Border Control operations. During this same period, Martin implemented a multi-million dollar re-structuring of the naval force incorporating significant improvements to quality, safety, productivity and efficiency of the institution. Martin underwent military training in the US, UK and Germany, and possesses a Masters Degree in International Maritime Law. Martin is fluent in English, Maltese and German.
