Philip joined Fipra as a Special Adviser in the Digital and Tech business unit early in 2018.

As Head of Innovation and Growth in the Cabinet Office, Philip led innovation in the UK Government. He was a senior adviser to Lord Young, the British Prime Minister’s adviser on small business and enterprise in No. 10 Downing Street, and led reforms in the UK and EU. Philip was senior adviser at the European Commission, where he advised governments and business on policy for innovation and growth, entrepreneurship, science and Industry 4.0.  As an entrepreneur he has founded two tech businesses, most recently in the education sector for the Asia Pacific region. He is a Fellow at the Judge Business School, University of Cambridge, and holds a LL.B from the University of London and a BBus from the University of Technology,  Sydney
