Matthew joined FIPRA as a Special Advisor for Tax in February 2016 having worked in the Valued Added Tax field since 1997. He has been advising clients on a variety of taxes, including digital tax, VAT, excise duties and the Carbon Border Adjustment Mechanism.
Prior to joining FIPRA, Matthew was seconded to the VAT Unit in DGTAXUD at the European Commission where he played a leading role in the implementation of the VAT Mini-One-Stop-Shop (MOSS), wrote the Commission’s Guide to the MOSS and drove the improvements to the Electronic VAT Refund Scheme.
He has worked in HM Treasury dealing with the UK’s anti-fraud negotiations, in particular their application for a reverse charge derogation. Matthew also worked in the VAT International policy unit of HMRC, working on the negotiations for the recast of the VAT Directive during the UK’s Presidency.
He spent 7 years as a VAT inspector, specialising in MTIC fraud, contrived insolvency, and SMEs.
Between the end of his secondment to the Commission in September 2013 and joining FIPRA, Matthew took a career break to spend more time with his young family and to write a novel.
