Digital Health

Tapani joined FIPRA International as a Special Advisor for EU Health Policy and Digital Health in January 2019, having worked in the European Commission from 2001 until August 2018 where he served as Head of Unit for 14 years.

During his career, Tapani was responsible for digital transformation in healthcare, building digital cross-border exchange for health data, setting up the European Reference Networks for rare diseases, implementation of the Directive on patients’ rights in cross-border health care, developing policies on Health Technology Assessment (HTA), health strategy, health research coordination and also worked as Head of Unit for Human Resources.

Prior to joining the Commission, Tapani worked as a researcher, for the Finnish government and the World Health Organization (WHO). Following his medical degree, he studied epidemiology, health interventions, health promotion and cardiovascular disease and programmed database applications as a hobby. At the WHO Regional Office for Europe from 1989-94, Tapani was responsible for the Action Plan for a Tobacco-Free Europe.

At the Finnish Ministry of Social Affairs and Health, Tapani coordinated Finland’s EU policies in health from 1995-2001. Tapani speaks English, Finnish, Swedish and some German and French.
