Philippe Lefebvre joined FIPRA as a Special Advisor in March 2026, bringing with him extensive expertise in digital and telecommunications policy and strategy. He has more than three decades of leadership experience across EU policymaking and the private sector at the intersection of technology, regulation, and market strategy.

From 1995 to 2024, Philippe held key positions in the European Commission, most recently as Sector Head for the EU’s 5G deployment strategy. Earlier, he led policy initiatives spanning broadcasting regulation, radio spectrum policy, electronic commerce, and strategic research on financial technologies and the digital Euro.

Before joining the Commission, Philippe held management positions in international payment companies, serving as Vice President for Technology Programmes at Eurocard (Mastercard Europe) and Director of Debit Products at Visa International in the United States. He began his career at Belgium’s Générale Bank (now Fortis).

Born Luxembourgish, Philippe holds an MSc in Electrical and Mechanical Engineering and a BA in Economics from the Université Libre de Bruxelles.
