Bruno joined FIPRA in November 2020 as a Special Advisor for competition and defence issues. He is the co-founder of New Horizon Partners, an independent consultancy advising on EU affairs.

Bruno has worked in a range of both public and private sector roles. A French national, he was a Project Manager at Groupe Casino, the French mass-market retail group until 2014, after which he underwent the Executive MBA programme at the Institute of Advanced Studies in National Defence in Paris and then officer training at the Ecole de Guerre.

Between 2007-11, he was a senior case handler at DG Competition within the European Commission, working on merger and anti-trust cases across a wide range of sectors, after an earlier period working in the Cabinet of Loyola de Palacio, Vice-President of the European Commission, responsible for transport and energy issues. Prior to joining DG Competition, he was Deputy Head of the merger unit in the Directorate-General for Competition within the French Ministry of Economy, Finance & Industry, after previously working on budget issues for two years within the same Ministry.

Bruno is graduate of the Ecole des Hautes Etudes Commerciales (HEC) and of the Ecole Nationale d’Administration (ENA) in Paris, and holds a LLM in European law from Université Libre de Bruxelles (ULB). He is a former Professor in European law and policies at Sorbonne University and in EU Affairs at the Institut d’Etudes Politiques de Paris (IEP – Sciences Po), where he continues to lecture on a part-time basis. He has written and co-authored books and textbooks on European affairs and opinion pieces for a range of French-language publications.

Based in Brussels, Bruno is fluent in French, English and Spanish.
