Joaquín is a Commercial Engineer with a Master’s in Finance from the Universidad Adolfo Ibáñez. He is a former Representative of the Republic for 12 years where he represented the Valparaíso Region. He served as the first vice president of the Lower Chamber and was a member of the Finance Commission for eight years, and was elected president of this body.
